You can but not alone and its a hassle. Wale apparatus sells boro spec glasses for $60 a pair, great investment btw.
I kiln is gunna be needed no matter what. You anneal to release stress in the glass by realigning the molecules into a much more stable structural chain. Without annealing, you creation can self destruct and implode at anytime for any reason due to uneven stresses and pressures within the glass. Kilns can be found on Craigslist, these forums, Facebook or you could build a small cheapo for $1-200
