Vote for both off when the concentrator is off. It is just too easy to turn the wrong one off or leave both the gas and oxygen on if you are distracted. That way, as part of the shut down process the extra oxygen can be used to cool down the torch when the concentrator is turned off. i.e. to bleed down to zero. But first burn off the extra gas w/o the oxygen on, etc.
