There are oxygen meters that can be used. Some will only last for one year as the sensor will deteriorate over time. However, there is a meter made specifically for oxygen concentrators that measure pressure, LPM and percent. Cost about $700.

A very simple test to see if oxygen is present, is to use a glowing splinter of wood. Have used a wooden match by blowing out the flame and using the glowing ember.
Hold in the stream of oxygen and if it relights you have oxygen. However, the percent will be unknown. But perhaps, there could be some data to indicate the minimum amount of oxygen to ignite a glowing ember published on the net.
