Is there a chance that not enough time has passed between the item shipping and them wanting to leave a review? Sometimes it ships quickly and the customer gets it right away, but the "window for review" hasn't yet opened. Although usually I at least see a message under my Purchases page that says "leave a review on..."
Another thing to consider is if it is a guest account. If a customer chose "guest checkout," they will never be able to leave a review.
I'll do some digging to see if it might be due to a new shop.
