A layer of clear or a similar green transparent on the outside of the cane would definitely help. I'm not sure if you're cutting pieces or using the whole cane to apply. If you're not using the cane, you may want to try that. Spot heat where to want it to go, plunge the cane, blow, and snap when it's not jiggly or moving anymore. Just takes a couple seconds. Then apply a dot of clear over it. It takes a bit of practice to get the heat and cooling right.
Another way, instead of snapping the cane off is to nip it with your small nippers.
