Yes there is, but the options are limited these days. What you're looking for is supplied to the neon sign industry - it is soda-lime-ish COE 104.
Much of the tubing is coated with phosphors, but you can still get clear and colored glass that is uncoated in diameters from 6-25mm. Like I said, stock is limited, but you can contact either of the below companies and check what's in stock. Just be clear that you want "uncoated" glass if you're using it for lampworking.
I don't recommend trying to buy it with the phosphor and trying to clean it out. The phosphors are baked on and however hard you try, some will remain and cause troubles with lampworking maneuvers.
