Default flame pulsing

hi everyone, do any of you know why my flame is pulsing. i use an oxygen tank-propane on a lynx. propane set at 3 and oxygen at 15 which i have used these settings for 6 years and never had pulsing issues. flame pulses every 3 seconds or so. when i turn off the valves on my torch my oxygen reg goes from 15 to 20 in about 45 seconds and stays there. is it my diaphragm do you think?
i have close to a full tank of propane and about 600 lbs left of oxygen.

It's not unusual for pressure to rise up a bit when there is no flow through regulator, try gently exercise adjusting knob or "t" bar on regulators.... A turn or two both ways... Sometime the valve assemblies in side regulator get "sticky".... Also propane should be be 5 - 7 psi....

Suggest you bleed down everything, back off regulator adjustments and start over on setup.....
