Wings
Pardon the rudimentary "paint" drawing 
I can build wings like a built up coil
and pulled wings where you take a lollipop of glass heat and pull perpendicular (ish) to the rod
But I am somewhat at a loss as to how to make "bat wings" like this
If I use the pulled wings for the segments then the edge is thicker than the base
Any hints/tips?

Make sort of a lollipop, and pull your points individually.. Pull further out on the ends and at and angle. Pull straight in the middle.
The ribs- partially melted stringer. Indent with a rounded graphite mandrel.
That'd be how I'd try first.

Ok. I just looked at my tut. Roger Child wrote this type of wing tutorial.
My off the top of my head hypothetical attempt somewhat follows but not really.
But it's a neat little how to on ETSY.
