The difference is where the oxygen and propane mix. On a premix, the gases mix inside the torch and come out as flame. On a surface mix, the gases mix at the face of the torch and become flame there.
A premix is hotter. Usually too hot for soft glass and some of the cadmium boro colors. An advantage is that it gets a narrow pinpoint flame.
A surface mix is not as hot, but is nicer to colors. You can't get as narrow of a flame as you can on premix, but it's close.
