Default Propane & Oxygen tanks

I'm currently setting up an outdoor studio but I'm worried about my current level of knowledge on propane and oxygen tank safety. I'm basically just hoping if someone can tell me if how I have them set up is safe. The tanks will have regulators and flashback arrestors of course and will be about 5 feet behind me (I can make it more if necessary). The oxygen tank will be chained to a tree and I was also probably going to house the propane tank in cinder blocks if people think that would be a good thing to do. Are the tanks safe to be next to each other or do they need to be a certain distance apart? I will also of course make sure there are no leaks on all of the connections but besides everything I already stated am I missing anything? An exploding tank is a nightmare of mine, I want to do everything I need to, to keep that from happening. Thanks!

EDIT: Also would it be dangerous at all to be smoking cigarettes or anything like that around the lampworking area with the tanks?
