Typical distance from the top of the torch to the bottom of the hood is anywhere from 18 inches to 36 inches.
If you do get some flame movement, you can control that with a piece of sheet metal deflecting the opening for the fan -- place it such that the fan draws from around the sheet metal instead of just the opening.
That probably didn't make much sense...
You want a more indirect draw instead of an open duct - to do that you don't block the opening so much as change where the opening is. Cut the sheet metal piece to about 10" wide by about 14 inches long, then put it at an angle from the lower opening of the duct to the top of the hood. This will force the air to draw from the sides instead of straight into the duct opening.
