First, try opening the valve all the way when you light it, then throttle down to your working flame size.

If that doesn't work, try covering the air holes with aluminum foil, then after the torch lights, remove the foil.

top is hothead, bottom is cheap torch. both work the same, but bottom is a lot cheaper.
