Does anyone know how to make a silver core with this tool?

That is a dapping punch, they typically come in sets of all different sizes. You insert the silver tube in the bead hole, then use the ball end of the dapping punch to flare it out on both ends locking it inside the bead.

And I'll add, from personal experience from my first cored bead, dap gently on each side of the bead, moving back and forth from one side to the other. Don't try to flare one side all at once. It will buckle the non-flared side before you can get it even a little flared. And do this on a steel bench block or hardened steel sheet.
