Default EX-15 Oxygen Concentrator help

I just bought the concentrator and I've done everything I should, but there is no air coming out and the ball float won't move. Any ideas anybody. Everything is plugged in.

You have tried turning the knob to adjust the ball float? No movement?

HEY, DAVID HERE, SOME TIMES THE BALL SETTLES AT THE BOTTOM, AND GETS STUCK THERE, IF YOU TILT THE MACHINE BACK TO SEE IF THE BALL MOVES BY GRAVITY(top of flow meter lower than the bottom) IF THE BALL MOVES ON ITS OWN THATS NOT THE PROBLEM. IF IT DOESN'T MOVE, TURN THE MACHINE BACK ON, TURN THE. FLOW ALL THE WAY UP, AND GENTLY TAP ON THE BOTTOM OF THE FLOW METER. ALSO, IF YOU ARE HOOKED UP TO THE TORCH, YOU MIGHT WANT TO BE SHURE YOUR O2 VALVE ON YOUR TORCH IS OPEN, ALSO CHECK FOR SHIPPING DAMAGE, IT WOULD BE A BROKEN REGULATOR. HOPE I COULD HELP!

I've tipped the machine and the float moves. I plugged it in for 15 minutes and adjusted the knob. I don't get any air. I even put the hose on it and still nothing. It pumps but no air comes out. Just my luck everybody is at the bead and button show. I guess I'll have to get a oxygen tank refill, that this was support to replace.
