Since all torches run well on tanked oxygen, your real question is probably, "which torch is best for me?" That is one that you are going to have to research.
What type of work do you plan on doing: beads, marbles, small sculpture, larger sculpture, hollow work (like pipes and goblets, etc.)? Do you want to work soft glass and ease into boro after a couple of years? Or, do you want to jump into boro sooner (or start out with it)?
Keep these questions in mind and start reading the threads about which torches do what. If you get the chance to try any out, try them out.

Any torch will work best on tanked/liquid oxygen. Some don't work well on concentrators, though. Basically, any of the smaller torches will work on concentrators - Lynx, Bobcat, Minor, Mini CC, Betta, etc. (some better than others). Mid sized torches like the Wildcat, Cheetah, Barracuda, and MidRange will work on multiple concentrators or some of the newer high-output concentrators. Large torches generally aren't recommended for concentrators. Things like a CC, CC+, Phantom, Tiger Shark, etc. are usually too big to effectively run on concentrators.

I will just add that with the larger two-stage torches, there is a centerfire (usually the same as the small torch in that company's line-up) surrounded by a seperate outerfire. When these "fires" are fed independantly by a seperate set of studs (the oxygen and fuel input lines) - called a four-stud model, you can supply each fire with its own oxygen and fuel source.
Since the centerfire is essentially a small torch within a larger one, and you can run small torches off of concentrators, you can run the centerfire of a large torch off of a concentrator, as well.
For large torches and multiple torch set-ups (like in production and teaching studios), some people get the big oxygen generators to run the whole shebang.
