Is it okay to use coe 96 glass on a hot head ?

Yes. You can use any COE you want, as long as you can melt it. (Attempting boro on a HH isn't a great idea.)

For a long time I was using Bullseye on a HH. But found that it just takes way too long to heat that for me it was not worth it.

Yep. It is a little slower melting than 104, but it works.

I have oodles of clear from fusing so I decided to cut some strips and play with it. It's awkward to"spin" but it works. Takes longer to melt so don't be tempted to bring it closer to the flame...you'll just get black ickies.

A quick tip for your strips you cut: put them in the kiln just till the edges lose their razor sharpness (and let them cool of course).
Or you can punty it up to a short rod of whatever color you have. Makes use easy-peasy!
